Abstract Suburbanization of urban function and population has been accelerated in the peak time of urbanization since the last decade in China. In its unique urban administration framework, how suburbanization influences urban restructuring and rural development needs to be re-examined. Using the statistical data of urban housing and population in Shanghai, this paper aims at analyzing the characteristics of functional redistribution in the process of suburbanization and illustrating its influences on rural development and urban structural transformation. It highlights the main constraints of and discusses the approaches for facilitating rural development and a balanced urban structural formation by strengthening land development management, upgrading rural infrastructure, and facilitating the redistribution of commercial and office facilities in the suburban area.
